The £1bn regeneration of the Eastgate Quarter in Leeds city centre has moved forward with the appointment of key project consultants. Danish planners and British architects will help deliver the vision for redeveloping a four-hectare site in the heart of the city.
Leeds-based developers Khalbros and Torsion Group have formed a joint venture to deliver a mixed-use scheme covering land from Vicar Lane in the west to Bridge Street in the east, and from Lady Lane in the south to the A64(M) in the north. The JV acquired the Eastgate Quarter development in April 2025, with plans to extend the city centre footprint and create a new community featuring homes, workspace, leisure, and hospitality amenities.
The appointed consultant team includes architects FeildenCleggBradley (FCB) Studios as lead architect and masterplanner, alongside Danish urban designers SLA. FCB Studios has an established presence in Leeds, having designed Broadcasting Place for Leeds Beckett University and developed the masterplan for Wellington Place.
Local consultancy ID Planning will provide planning advice, while Roscoe has been appointed to deliver structural and civil engineering services. AMA will provide highways and transport guidance.
A further 15 specialist advisors will support the core team, covering a range of technical and environmental disciplines. These include Urban Wilderness for townscape visual impact assessment, Futuresecology for ecology consultancy, Prospect for archaeology, and Social for communications and public consultation support. Additional support will come from FD Global for wind consultancy, Levrant for heritage advice, GIA Consulting for daylight and sunlight surveying, and Tace for services and utilities consultancy.
The proposals for Eastgate Quarter are currently in a pre-application process with Leeds City Council to ensure alignment with the ambitions set out in the Eastgate Quarter masterplan.
