The London Borough of Newham has granted full planning permission for a landmark energy resilience project at London Design and Engineering UTC (LDE UTC) in the Royal Docks. It will be the first urban building in London to generate, manage and optimise a significant majority share of its own energy through an intelligent microgrid. The scheme combines five Hover Energy vertical-axis wind turbines with the college’s existing solar array, and a planned battery storage system with an intelligent control layer, the Hover Microgrid Management System™, which generates, stores and balances energy as one system, and is expected to supply 81 per cent of the building’s electricity.
London Design and Engineering UTC opened in 2016. The new turbines join the solar already on its roof, the two running as one hybrid system that generates a large share of the building’s electricity from the footprint it already has.
The turbines are fully enclosed, with no exposed blades, and were designed for constrained urban rooftops. They will sit at roughly parapet level, broadly in line with the existing roof, keeping them discreet from the street. The proposal was also reviewed by London City Airport, which raised no objection.
Newham has assessed the scheme against planning, design, visual impact, acoustics, structural and London City Airport safeguarding requirements and found it acceptable. For developers, investors and asset owners, this provides significant assurance that integrated energy infrastructure of this kind can be delivered on existing urban buildings within a conventional planning framework, providing a practical pathway for wider deployment across the built environment.
The Microgrid Management System provides the intelligent control layer which will monitor and optimise the system in real time, balancing generation, storage and demand across the building. By generating and managing its own power on site, the college strengthens its energy resilience and cuts its reliance on the national grid. As a microgrid, the system can be linked with neighbouring sites in future to share clean energy and build resilience from price and supply shocks across the Royal Docks. We are delighted to have secured planning permission, although the project remains subject to final approval from the Department for Education.”

The approval is the first of several projects Hover Energy is bringing forward across the Royal Docks in the London Borough of Newham.
