Developers Invited to Bid for £10bn Old Oak Regeneration Scheme

Old Oak and Park Royal Development Corporation is preparing to launch one of the UK’s largest brownfield regeneration projects after agreeing a major land deal around HS2’s Old Oak Common station in west London.

The development corporation has agreed heads of terms with government, the Department for Transport and Network Rail to combine 70 acres of land at Old Oak into a single public sector-led development site.

The agreement clears the way for the market to pursue a regeneration scheme expected to deliver 8,000 homes, 200,000 square metres of commercial and community space, new parks and public realm areas, and around 11,000 jobs.

OPDC is due to begin a two-stage procurement process this month to identify a development and investment partner for the £10bn project.

A preferred partner is expected to be selected by spring 2027.

The corporation said the new station hub, linking HS2, the Elizabeth line, the Great Western Main Line and Heathrow Express, would form the centrepiece of a new canal-side district focused on technology, research and business activity in west London.

Under the Public Land Agreement, OPDC land will be combined with Department for Transport-owned sites for the first time, creating a unified structure for planning, infrastructure and future development.

The agreement follows £340m of funding from the Ministry of Housing, Communities and Local Government, which enabled OPDC to acquire privately-owned land across the Old Oak area.

A tender notice will be published on the OPDC website and the Find a Tender Service from 28 May, providing interested development teams with access to procurement documents and bid information.

Sadiq Khan said: “This landmark partnership with national government means the capital’s biggest brownfield site, Old Oak, can now deliver for Londoners, driving forward significant housing delivery and economic growth.”

Karen Buck, chair of OPDC, said: “Securing the land is a breakthrough moment for OPDC.

“Our collaboration with national and London government has brought Old Oak together as a single, strategic development site — giving the market certainty and unlocking exceptional placemaking potential.

“Now, we are seeking an exemplar joint-venture partner with the vision and capability to turn this ambition into reality.”
