Ballymore Secures Approval for 1,700-Home Silvertown Riverside Scheme

Developer Ballymore has secured planning approval from Newham Council for a major 1,700-home riverside development in Silvertown, marking a significant step forward for the regeneration of a 5.26ha site in London Docklands.

Designed by Allies and Morrison, the Knights Road scheme will deliver 334 affordable homes alongside around 4,000 sq m of workspace, in addition to retail and community uses. The project is intended to create a mixed-use neighbourhood that integrates residential, commercial and public realm elements along the waterfront.

Ballymore’s hybrid application includes detailed consent for the first phase, which will comprise 640 homes across three buildings ranging in height from six to 18 storeys, together with 2,300 sq m of flexible commercial space. Outline permission has been granted for the remaining homes, allowing the wider site to be built out in subsequent phases.

The development occupies a strategically located plot south of London City Airport, bounded by North Woolwich Road, the River Thames, Lyle Park and adjacent industrial land, positioning it at the intersection of established infrastructure and ongoing regeneration activity.

Given the scale of the project, the application will now be referred to the Mayor of London for final approval, a standard step for developments of this size and significance in the capital.

Ballymore plans to progress detailed design work ahead of a targeted start on site for the first phase in early 2028. As part of the wider scheme, the developer will fund substantial improvements to Lyle Park, the 4.5-acre riverside green space originally gifted to the community by Abram Lyle of Tate & Lyle a century ago. The project will also include upgrades to riverside flood defences, reflecting both environmental considerations and long-term resilience requirements for the site.
