BAM and Morgan Sindall among biggest winners on £5bn Pagabo major works framework

BAM and Morgan Sindall among biggest winners on £5bn Pagabo major works framework

BAM and Morgan Sindall have emerged as the biggest winners on Pagabo’s new £5bn major works framework after securing positions across every lot.

The two contractors have been appointed to all four project value bands, as well as securing collaborative partner roles on the four-year framework procured by YPO.

In total, 56 individual contractors have secured places across the framework, generating 114 appointments when repeat wins across the five lots are taken into account.

Five contractors have been appointed to collaborative partner roles, covering an estimated £1bn of spend. The positions provide public sector clients with a streamlined route to direct appointment, alongside access to further competitions.

BAM, Morgan Sindall and Wates have secured the three collaborative partner positions covering England and Wales, while Robertson has been appointed for Scotland and Graham for Northern Ireland.

The framework also has a regional structure beneath the headline lot awards.

The £5m-£15m value band is divided across 12 geographic areas, while the £15m-£30m and £30m-£60m bands are each split across eight areas. The £60m-plus category is divided between Scotland, England, Wales and Northern Ireland.

As a result, contractors appointed to a particular value band do not necessarily have blanket UK coverage, with individual regional appointments determining where they can compete for work or receive direct call-offs.

The structure is intended to maintain opportunities for smaller and locally focused contractors at the lower value bands, while reducing the number of firms competing as project values increase.

Competition is tightest at the top end, with 14 contractors selected for projects valued at more than £60m.

The framework covers new-build projects, extensions, remodelling, refurbishment, retrofit, specialist fit-out and mechanical, electrical and plumbing work, as well as associated civil engineering, landscaping and site infrastructure.

It is the second major framework to be launched under the new joint working arrangement between Pagabo and YPO, following the civil engineering, infrastructure and enabling works framework announced on Friday.

The major works framework is scheduled to commence on 19 October and will run until October 2030.
