Contractors have been put on notice ahead of the renewal of the government’s largest construction framework, with tenders due to be invited next month for a consolidated successor to ProCure24 and the works framework used by public spending departments.
Crown Commercial Service (CCS) has confirmed that the new Construction Works and Associated Services 3 framework, which will incorporate ProCure24, is set to go to market in early March. Known as RM6320, the arrangement will replace and combine several existing national frameworks, including RM6088, RM6267 (Construction Works and Associated Services 2/ProCure23) and the offsite-focused RM6184.
The framework is expected to run for eight years from January 2027 to January 2035 and carries an estimated maximum value of £120bn, placing it among the largest public sector construction procurements ever undertaken in the UK.
According to CCS, the new agreement is intended to provide public sector clients with a single, streamlined route to market for construction works, associated goods and services across the full range of built assets and infrastructure.
The framework will also absorb the fifth generation of NHS England’s ProCure platform, ensuring continued support for major healthcare capital programmes once ProCure23 comes to an end. Market engagement activity will be led jointly by CCS and the ProCure team.
Its scope is wide-ranging, covering building and civil engineering works, infrastructure, repairs and maintenance, demolition and site preparation, professional services, and the manufacture, supply and installation of offsite and modular construction solutions. The framework will be available to central government departments and all UK public sector bodies, including local authorities, arm’s-length organisations and special purpose vehicles, with coverage extending across England, Wales, Scotland and Northern Ireland.
CCS has provisionally set 4 March 2026 as the publication date for the tender notice, alerting the market to what is expected to be a highly competitive procurement process.
