The City of London Corporation has launched a procurement process to appoint a main contractor for a £35.1 million refurbishment of Crescent House, one of the Grade II*-listed residential towers on the Golden Lane Estate.
The contract covers the comprehensive renewal of the occupied higher-risk residential building and is expected to run from April 2027 until March 2031.
The programme of works includes replacing windows, upgrading mechanical and electrical services, carrying out fire safety improvements, repairing the roof and façade, undertaking drainage works and refurbishing communal areas. The project will also deliver energy efficiency measures alongside wider building safety enhancements.
The refurbishment will be delivered in three stages, comprising pre-construction services, enabling works and the main construction phase.
As Crescent House will remain occupied throughout the programme, the successful contractor will be required to manage phased construction, coordinate resident decants where necessary, maintain ongoing stakeholder engagement and support the approvals process with the Building Safety Regulator.
The City of London Corporation has estimated the contract value at £35.1 million excluding VAT, or £42.1 million including VAT. The value covers the full contract period, including any potential extensions.
The procurement documentation also includes an option for the authority to issue a notice to proceed with the main construction works once the pre-construction and enabling phases have been completed. However, the corporation has made clear that it is under no obligation to authorise the main works and retains sole discretion over whether the project proceeds beyond the initial stages.
Following the selection process, up to five contractors will be invited to submit detailed tenders. Expressions of interest must be received by 3 August, with the City of London Corporation aiming to award the contract on 22 February 2027.
