The Government has launched the procurement process for the renewal of its largest construction framework, with Crown Commercial Service issuing the tender for the third-generation Construction Works and Associated Services framework.
The new agreement, known as RM6320, carries an estimated value of £120bn and incorporates the next iteration of the ProCure24 healthcare framework. It will replace and consolidate several major procurement routes used across the public sector for building, infrastructure, defence, healthcare, nuclear and international construction projects.
The framework is scheduled to run for eight years, from January 2027 to January 2035, and will be available to central Government departments and a broad range of public sector organisations. Eligible users include local authorities, health bodies, police, fire and rescue services, education providers, housing organisations, charities, devolved administrations and international public sector clients.
CCS has organised the framework into seven principal market areas covering general construction, civils and infrastructure, offsite construction solutions, ProCure24 healthcare projects, defence, international works and nuclear schemes.
These categories are further divided by project value, with smaller schemes allocated across multiple regional lots and major national projects structured around single-supplier appointments.
The latest tender documentation confirms that public bodies will be able to award contracts either through direct call-offs or following further competition.
Suppliers appointed to the framework will be required to pay a 0.2% framework fee on invoiced charges arising from call-off contracts.
Crown Commercial Service said the eight-year structure is intended to encourage longer-term supply chain relationships and support investment, innovation and continuous improvement, reflecting principles set out in the Construction Playbook and Gold Standard procurement guidance.
Healthcare procurement under the agreement will include the next-generation NHS ProCure framework, structured around three England-only bands for projects valued below £50m, between £50m and £150m, and above £150m.
Defence procurement has also been revised since earlier market engagement exercises. The framework now includes dedicated lots covering general defence construction, South West defence projects, maritime infrastructure, airfields, United States Visiting Forces work and defence nuclear schemes.
Interested bidders have until 3pm on 4 June 2026 to submit tenders. CCS is expected to announce award decisions on 11 January 2027, ahead of the framework commencing on 21 January 2027.
The agreement is intended to serve central Government departments and the wider UK public sector, including local authorities, arm’s-length bodies and special purpose vehicles, with coverage extending across England, Wales, Scotland and Northern Ireland.
