Wirral Council has confirmed the successful contractors on a four-year North West framework worth up to £1.2bn including VAT, spanning 13 lots across construction, infrastructure and demolition.
The framework, delivered with Procure Partnerships acting in an advisory and evaluator role, is structured around six construction lots, six infrastructure lots and a single demolition lot. It is scheduled to run from 1 April 2026 to 31 March 2030, following the conclusion of a standstill period on 30 March.
Designed to support both the council’s own pipeline and wider regional delivery, the framework will also be accessible to other public sector bodies across the North West. The demolition element, however, will be limited to organisations operating within Merseyside.
Projects procured through the construction and infrastructure lots will be delivered via design-and-build or build-only routes, with both single-stage and two-stage procurement options available. Contracts may be let using NEC or JCT forms, while the demolition lot may also adopt the National Federation of Demolition Contractors Direct Contract 2023 edition.
The largest construction lot, covering schemes valued above £30m and estimated at £222m including VAT, includes Bam Construction, Bowmer and Kirkland, Galliford Try Construction, John Graham Construction, John Sisk & Son, Kier Construction, Morgan Sindall Construction & Infrastructure, Tilbury Douglas Construction, Vinci Building, Wates Construction and Willmott Dixon Construction among those appointed.
A second major construction band, valued at £192m for projects between £15m and £30m, attracted 13 firms. These include BAM Construction, Bowmer and Kirkland, Eric Wright Construction, Galliford Try Construction, John Graham Construction, Kier Construction, Morgan Sindall Construction & Infrastructure, Overbury, Robertson Construction Group, Tilbury Douglas Construction, Vinci Building, Wates Construction and Willmott Dixon Construction.
Within infrastructure, the largest lot—covering schemes above £30m and valued at £144m including VAT—features BAM Nuttall, Costain, Galliford Try Construction, John Graham Construction, John Sisk & Son and Jones Bros Ruthin (Civil Engineering).
The £120m infrastructure lot for projects between £15m and £30m includes A E Yates, BAM Nuttall, Costain, Galliford Try Construction, John F Hunt Regeneration, John Graham Construction, John Sisk & Son, Jones Bros Ruthin (Civil Engineering), Lagan Aviation & Infrastructure and Spencer Rail Engineering.
For demolition, a £60m lot has been awarded to J Freeley and John F Hunt Regeneration, with the framework structured so that one contractor will hold the primary position and the second-ranked bidder will act as reserve.
Tender interest was strongest in the lower-value construction bands. Lot one received 30 tenders, lot two attracted 45 and lot three drew 48 submissions. At the upper end of the framework, lot 12 received six tenders and lot 13 attracted eight.
Wirral Council said it aimed to appoint 10 contractors per lot, excluding demolition, although final numbers varied depending on tied scores, reserve arrangements and the authority’s discretion to appoint fewer bidders where submission quality thresholds were not met.
